Coffee County Schools Policies and Procedures Manual houses policies and procedures that align with the new federal Uniform Grants Guidance. This manual sets forth the policies and procedures used by Coffee County Schools to administer federal funds. The manual contains the internal controls and grant management standards used by the District to ensure that all federal funds are lawfully expended. It describes in detail the district’s financial management system, including cash management procedures, procurement policies; inventory management protocols; procedures for determining the allowability of expenditures; time and effort reporting; record retention; and sub-recipient monitoring responsibilities.

New and existing employees of Coffee County Schools are expected to review this manual to gain familiarity and understanding of rules and practices. If you have any questions regarding the administration of federal education grants, including questions related to specific federal grant programs, please contact the applicable program office at the Tennessee Department of Education (TDOE).

Coffee County Schools continues to write an annual proposal for federal Title funding, which is reviewed and approved by the Tennessee Department of Education. Program and fiscal monitoring occur regularly to ensure compliance with federal and state law.

All elementary schools in the Coffee County School System receive Title I, Part A funding and are School Wide Schools. Title I helps to fund a variety of instructional positions in the district including reading and math intervention teachers.  It also helps provide funding for professional development and instructional materials, and equipment in accordance with federal and state law and school improvement needs.  In addition, ePlan is an online approach for schools and districts to assess needs, effectiveness, analyze data, determine action plans and build a professional learning community.  Eplan is required by the Tennessee State Department of Education and it meets federal and state requirements for budgetary planning and requests.  Once approved by TDOE, all plans are available to the public online by going to the TDOE website.
